[8.2.5] Employment practice equivalent rights outsourcing Have a policy on guaranteeing equivalent rights of workers when outsourcing activities to third parties |
1. Pusan National University(PNU) implements the "Wage System of Subcontract Worker in Public Sector," established by
the Ministry of Employment and Labor and the Ministry of Education for campus subcontract employees, ensuring that
wages comply with standardized criteria.
PNU communicates these wage standards to all members, thereby protecting the rights of outsourced employees
throughout the contract execution.
2. In 2023, PNU included specific provisions in the contracts for security and parking management services during
contract execution to safeguard worker rights and prevent discrimination against outsourced workers.
Key provisions include:
- Considerations: Security personnel must not engage in non-approved duties according to the Security Services Act.
- Special Contract Conditions Article 9(Guarantee of Appropriate Wages): The wages indicated in the cost sheet must be
guaranteed. Non-payment or underpayment of these wages constitutes a significant breach of contract that may lead to
termination. Contractors must ensure compliance with at least the minimum wage.
3. In response to outsourcing risk and hazardous duties to subcontracted workers, PNU conducted lectures for campus
construction officials and supervisors on the importance of minimizing such practices and implementing strategies for
preventing industrial accidents, thereby ensuring a safe working environment for outsourced workers.
