Chapter 1 General Rules
The Terms used in this agreement are defined as the following:
- ① "User” refers to a “member” or a “non-member” who receives services through the Institute’s website provided in accordance with the Terms of Use.
- ② "Member” refers to an individual who has been granted a user ID (username) after providing their personal information to the Institute and consenting to the Terms of Use during the member registration. A member is granted access to the information and services provided by the Institute.
- ③ “user ID (username)” refers to a combination of letters or numbers used for the identification of members and the use of services.
- ④ “Password” refers to a combination of letters or numbers used to confirm that a member matches the user ID (username) when using the website's services.
- ① These Terms will take effect immediately as soon as they are posted on the Institute's website or announced through other methods.
- ② The Institute may revise these Terms to improve services or for other reasonable reasons. The revised Terms will take effect in the same way as specified in the preceding clause.
- ③ A member may request to withdraw (cancel) their membership if he/she does not consent to the revised Terms. However it will be deemed that the member has consented to the revised Terms should they continue using the service seven days after the revised terms have taken effect.
- ① The Institute may use the email address provided to notify members of any announcements or notices.
- ② In the event that a large amount of members need to be notified, it will be deemed as having informed users by posting the notification/announcement on the Institute’s website.
Matters not specified in these Terms of Use and the interpretation of these Terms shall be governed by the Telecommunications Business Act; Act on Promotion of Information and Communications Network Utilization and Information Protection, etc.; Act on the Regulation of Terms and Conditions; and other relevant laws and regulations.
Chapter 2 Membership Registration
- ① A user may apply for membership by using the application form provided by the Institute and consenting to the Terms of Use
- ② All information entered on the application form by the user is deemed to be true and correct. Users who submit false information are not subject to legal protection and may be restricted from using the services.
Users shall be registered as members pursuant to Article 6, Paragraph ① unless they fall under any of the following:
- 1. Where the application is made with a third person’s identity or with an assumed name;
- 2. Where information is intentionally omitted or false information is registered;
- 3. Where the purpose of the application is to harm others or act against public morals;
- 4. Where it is difficult to approve the member registration due to reasons attributable to the applicant;
- 5. If other requirements set by the Institute have not been submitted.
All members are required to immediately modify their membership information if any of the information they provided to the Institute changes. The member shall be responsible for any problems caused by not updating their information.
Chapter 3 Use of Member Information
- ① The Institute may obtain members’ personal information for membership management.
- ② The Institute shall not provide user’s personal information to third parties without prior consent, except in the following cases:
- 1. Where it is needed for consultation;
- 2. Where it is necessary for the investigation of a crime or is requested by the Information and Communications Ethics Committee;
- 3. Where it is necessary for statistical purposes, academic research, promotion, or business analysis (limited to pseudonymized information).
Chapter 4 Use and Restriction of Service
- ① The Institute provides the following services:
- 1. Introduction of the Institute;
- 2. Provision of services related to application for online consultation and face-to-face consultation;
- 3. Information related to the Consultation Reference Room;
- 4. Information related to professional training;
- 5. Provision of education and application programs.
- ② The Institute may revise the content of services in the event of inevitable conditions or circumstances.
- ③ In the event where the service’s content is revised as referred to in Paragraph ②, the Institute shall not be liable to compensate the user for any damages caused: Provided that the Institute did not intend to do or commit gross negligence.
- ① In principle, Institute members may use all the services free of charge, 24 hours a day, including holidays.
- ② The Institute may temporarily suspend the provision of services in any of the following circumstances:
- 1. When it is inevitable due to the installation of a new system or construction work for services;
- 2. When the telecommunication business operator as prescribed in the Telecommunications Business Act suspends telecommunications services;
- 3. In the case of force majeure factors.
- ① The Institute may delete a member's post without prior notice if the content of the post applies to any of the following circumstances:
- 1. Where the content slanders or defames another member or a third party;
- 2. Where it conveys false information;
- 3. Where it disrupts public order or moral values;
- 4. Where it is recognized to be associated with a crime;
- 5. Where it infringes the copyrights and other rights of the Institute or a third party;
- 6. Where it violates these Terms or other relevant laws and regulations.
- ② The Institute shall not be responsible for the authenticity, credibility, or reliability of content posted by members.
Chapter 5 Obligations of the Institute and Users
- ① The Institute will not engage in activities prohibited by laws and regulations, and the Terms of Use. It has obligations to provide stable and continuous services as prescribed in the Terms of Use.
- ② The Institute shall protect the personal information of users for the safe use of the services.
- ③ The Institute shall immediately act on comments or complaints raised by users if deemed justifiable. In the event immediate action is unavailable, the user shall be informed of the reason and the relevant action that will be taken.
- ④ A user may request to view, modify, or delete his/her personal information obtained by the Institute at any time. The Institute is obliged to handle such requests.
- ⑤ The Institute shall immediately fix or restore system errors for the provision of continuous and stable services: However, the service may be temporarily suspended or discontinued in the event of natural disasters, emergency situations, or other exceptional circumstances.
- ① Users are responsible for the protection of their user ID (usernames) and passwords. Users shall be solely responsible for all consequences caused by the negligence or misuse of their user ID (username) or password.
- ② A user may not allow a third party to use his/her user ID (username) or password. In the event a user discovers that their user ID (username) has been misused, the user must inform the Institute immediately.
- ③ A user may not engage in the following acts:
- 1. Registration of false information when applying or modifying member information;
- 2. Modifying information posted on the Institute's programs;
- 3. Sending or posting information that has not been approved by the Institute;
- 4. Infringement of copyrights or intellectual property rights of the Institute or third parties;
- 5. Activities that damages or obstructs the business of the Institute or third parties;
- 6. Dissemination of a malicious software program that causes malfunction of communication devices or the destruction of information;
- 7. Disclosing or posting obscene or violent messages, images, or audio clips on the Institute's website
Chapter 6 Miscellaneous
- (1) A member can modify his/her information by clicking the modification tab on the service menu bar.
- (2) A member can withdraw his/her membership in the “Membership Withdrawal” section.
- ① A deceased member shall lose his/her membership.
- ② The Institute may withdraw a membership in the event a member falls under any of the following circumstances:
- 1. Where false information was registered upon membership application;
- 2. Where the member obstructed the operation of services, such as changing information provided by the Institute;
- 3. Where these Terms of Use were violated;
- 4. Where it is deemed improper to maintain the membership.
- ③ The contract may be terminated or the use or services may be suspended without prior notice where a member engages in any of the following acts:
- 1. Where a username or password of another member was used unlawfully;
- 2. Where national or social interest was infringed upon through the use of the service;
- 3. Where information that hinders public order or moral values was intentionally disseminated;
- 4. Where the operation of services was intentionally obstructed;
- 5. Where serious negligence was committed that suspended the system or caused operational problems;
- 6. Where it infringes upon the rights of the Institute and a third party;
- 7. Where it defames or gives a disadvantage to a third party;
- 8. Where it violates these Terms of Use as prescribed by the Institute and the relevant laws and regulations;
- 9. Where it falls under other reasons for loss of membership and hinders the operation of a wholesome website.
The Institute shall not compensate for damages incurred by using the services should the damage be caused by force majeure events such as natural disasters or by the intention or negligence of the user.
- ① Responsibilities in relation to the provision of services are exempted when services cannot be provided due to natural disasters or other force majeure events.
- ② The Institute is not responsible for system errors caused by reasons attributable to members.
- ③ The Institute is exempted from the responsibility for damages of the materials provided by services caused by a member’s choice or use.
- ④ The Institute is not liable for damages incurred due to posts uploaded by members.
- ⑤ The Institute is not responsible for disputes between users or between a user and a third party that occur due to the Institute's contents.
- ① The Institute has ownership of the publications created by the Institute, and thus owns the intellectual property rights.
- ② A user cannot use the information obtained by using the Institute’s service to copy, transmit, publish, disseminate, broadcast, commercially use, or grant such permissions to other third parties without prior approval from the Institute.
- ③ The rights and responsibilities of posts and materials published by a member belongs to the member. The Institute may not use the content for commercial use without the consent of the publisher: However, exceptions are made if materials posted on the bulletin board is used for research or statistical purposes as pseudonymized information.
The competent court shall have jurisdiction over the Institute in the event a lawsuit is filed for dispute resulting from the use of the service.
Additional Clause
- 1. This Term of Use will be effective as of February 17, 2021.
- 2. The previous Terms of Use that took effect on July 1, 2006 are superseded by these Terms of Use.
