위기학생의 위기 경로 분석을 통한 지원 정책 개선방안 연구

- 학업중단의 위기 상황에 놓인 학생이 증가함에 따라, 학교교육 체제 안에서 위기학생의 조기 발굴 및 예방 정책에 대한 사회적 요구가 더욱 증대되고 있다. 그동안 정부는 학교안전통합시스템(Wee프로젝트), 학업중단숙려제, 학교 내 대안교실 등 위기학생 지원을 위한 다양한 정책과 프로그램을 오랜 시간 시행해 왔음에도 불구하고, 학교현장에서는 위기학생 지원 정책이 조기 예방보다는 사후적 처방에 중점을 두고 있어 실질적 예방 효과를 낮추는 데에는 한계가 있음이 지속적으로 지적되고 있다. 이러한 사후적 대응은 학생의 위기 상태를 최소화하거나 예방할 수 있는 기회를 놓치게 될 확률이 높으며, 위기가 심화
된 경우 회복에 소요되는 시간과 사회적 비용부담이 커질 수 있다.
위기학생에 대한 조기 개입과 예방을 위해서는 위기 발생 요인과 결과의 과정을 전반적 으로 이해함으로써 어떠한 지점에서 정책적으로 개입해야 하는지를 파악하는 것이 무엇보다 중요하다. 특히 위기의 특성이 누적적이고 단계적으로 심화되는 과정적 특성과 위기의 원인이 단일이 아닌 여러 요인이 중첩되어 발생하는 복합적 특성을 고려했을 때, 이러한 위기의 특성을 종합적으로 조망하는 연구가 필요하다. 이는 위기학생에 대해 위기 증
상과 그에 따른 처방이 아닌, 위기의 메커니즘 속에서 학생의 위기를 이해함으로써 학생의 위기 상황에 조기에, 맞춤형으로 개입할 수 있는 정책적 근거가 될 수 있다.
이 연구는 위기학생 관련 정책의 한계를 검토하고, 학업중단의 가능성으로 이행할 수 있는 학생의 위기 경로를 분석함으로써 학생의 위기를 조기에 예방할 수 있는 지원 정책개선방안을 제시하는 것을 목표로 한다. 구체적으로 학업중단의 가능성이 높은 중?고등학생을 대상으로, 학업적, 심리?정서적, 행동적 위기를 파악하고, 학업을 중단하기 전 학교 내에서의 효과적인 정책적 지원 방안을 모색하는 것이 이 연구의 궁극적인 목적이라 할 수 있다.
